OTTAWA -- Nearly 10 million eligible voters took a pass on casting a ballot Tuesday, plunging election day turnout to a historical low, according to preliminary Election Canada figures.

Only 59.1% -- or 13.8 million out of 23.4 million -- of eligible voters made the trip to a polling station, breaking the previous low from the 2004 election that saw a 60.9% turnout, according to the preliminary figures.
