A new apartment building just purchased has an issue with lower level tenants partying a lot, drinking, smoking being noisy.
As a result upper level units gave notice and left. It's good to know if you have a bad upper tenant you can just tell the lower tenants: "Party! here's some booze" instead of going to court to evict the upper tenant:)

But seriously, what would you do to train the lower noisy tenants? send a letter with a condition to be less noisy consider other people etc..? any other suggestion?
I guess evicting based on noise is almost as difficult as getting a mortgage these days
