Becoming a REIN member?

I apologize for asking such a newbie question but I signed up as a forum member and would like to advertise real estate. Unfortunately I am unable to post in the classified section and after doing some reading it appears I need to be a member of REIN. What exactly does that entail and is there a fee associated with that? Thank you for your input.
