Can a town be fundamentaly `annexed` by a city?

Is there ever a point where the proximity to a major city overrides the fundamentals of the town itself?

For example:
Town is currently 5 minutes drive from City.
City is pushing further towards Town and is enhancing transportation near the edge of the city (ring road).
Town has very limited economy on its own. No major employers nor prospects of major employers. But City has extremely strong fundamentals.

Is there a point where Town should be analyzed more as a neighborhood of City than a separate entity?

Yes, that is exactly what can happen as the Ripple Effect pushes the large city`s economic power over to the smaller regions. Smaller regions will always be more cyclical and average prices will fluctuate more (due to the smaller number of units transacted every month).
