Lots of new jobs in Manitoba; wait, now they're gone




Manitoba jobs are disappearing almost as fast as they're being created, the latest puzzling labour-force numbers from Statistics Canada show.




The federal agency's monthly labour-force report, released Friday, shows the Manitoba economy shed 7,300 jobs in October -- 4,800 part-time and 2,400 full-time positions (rounded off).




That wiped out many of the job gains from the previous two months, when 3,400 new positions were added in August and another 6,600 in September. It also left University of Manitoba economist John McCallum once again scratching his head over why Manitoba continues to see these wild fluctuations in its monthly labour-force numbers.

Regina works out its growing pains






Michael Fougere spent much of the 1980s and `90s travelling the world trying to persuade entrepreneurs to start businesses in Saskatchewan. The government-run program he worked for was trying to reverse an alarming trend: young people were leaving the province for more prosperous locales, and taking economic opportunity with them.

Housing starts a good sign for Saskatchewan




The real estate market in Saskatchewan is showing solid growth when compared to its provincial counterparts.




`You are fairing well. You`re hitting thirty-something year highs in housing starts,` said Lai Sing Louie, regional economist with the Canadian Mortgage and Housing Corporation.




`Compared to other markets there are not many that are performing like Saskatchewan is right now,` said Louie.

Province turning to land adjacent to Regina to ease affordable housing shortage






The province is turning to some land adjacent to northwest Regina as a way to increase the amount of affordable housing in the city.






Government-owned land along Courtney St. and 9[sup]th[/sup] Ave. North will be put up for sale. Proposals are being accepted from developers, and money from those transactions will be put to good use.






`We`ll use the money to build affordable homes right throughout the city,` minister responsible for Saskatchewan Housing Corporation, June Draude, said.

Saskatchewan and Alberta tied for highest job vacancy rate




REGINA ` Saskatchewan and Alberta have the highest rate of private sector job vacancies in the country, according to Canadian Federation of Independent Business (CFIB).




The job vacancy rate in Saskatchewan and Alberta is tied for the highest in the country at 3.6 per cent, said the first in a new series of quarterly reports on Canada`s labour market released Tuesday. In Saskatchewan, that translates to 11,700 unfilled private sector jobs.

Manitoba had 8,300 job vacancies in the third quarter




There were 8,300 vacant jobs in the province's private sector in the third quarter this year, down slightly from the previous quarter, according to a new survey by the Canadian Federation of Independent Business.




The federation said Manitoba's job-vacancy rate dipped to 2.1 per cent from 2.2 per cent in the second quarter. Alberta and Saskatchewan had the highest rates at 3.6 per cent each, and the national average was 2.4 per cent.




The federation said smaller firms -- those with fewer than 19 employees -- had the highest rate of job openings in Manitoba at 4.3 per cent, versus 1.4 per cent for companies with 500 or more employees.

Saskatchewan amends renter's rights




The rights of renters and those renting residential properties are changing in Saskatchewan.




In hopes of enhancing the rights of seniors residing in independent living facilities, the provincial government has amended The Residential Tenancies Regulations.

Changes coming to rental legislation in Saskatchwan




REGINA - Changes to rental legislation in Saskatchewan will enhance the rights of seniors and provide additional protection for tenants.




Amendments to the rental regulations will give seniors residing in independent living facilities the right to use the office of residential tenancies to resolve disputes.




The change comes into effect on April 1, 2013.




`Seniors independent living facilities are exempt from the current law and we could see no reason for that,` said Justice Minister Gordon Wyant.

Mixed reactions to Saskatchewan government restrictions on rent increases





REGINA -- Thursday is the first day for Saskatchewan's new rental increase legislation ` and at least one Regina landlord is not happy about it.





Jason Hall is president of the Regina and Partners Landlord Association. He says the new legislation

is a "horrible idea not just for landlords, but for tenants as well."





"It's not practical, it's not feasible ... and I think it gives tenants false hope," he said Wednesday.





"This has not been done for the right reasons. This government doesn't support rent control ` they've said that on more than one occasion ` but this is a way for them to look like they're doing something."

The new regulations restrict landlords from increasing tenants' rent more than once a year, unless the owner belongs to an approved landlords' association.

The provincial government has introduced legislation restricting certain landlords from increasing tenants' rent more than once a year.




Starting Thursday, property owners can raise the rent of month-to-month tenants every six months only if they belong to an approved landlords association. Those who do not may increase rents once a year.




"Saskatchewan's rental market is very tight, with vacancy rates extremely low in some cities," Minister of Justice Gordon Wyant said in a news release Tuesday. "These changes will provide tenants with additional protection from facing the burden of large rent increases in a short amount of time."

PotashCorp to close mines in Allan and New Brunswick for eight weeks




Potash Corp. of Saskatchewan Inc. has announced it will not operate two of its mines for eight weeks.




The Allan mine will not operate between Dec. 16 to Feb. 9 and its New Brunswick mine will be shut down between Dec. 30 and Feb. 23.




The company said it was an inventory-related shutdown `consistent with PotashCorp`s practice of matching supply with market demand.`

Saskatoon on course for creating record number of jobs this year




Saskatoon may create a record 12,000 jobs this year, says the executive director of the Greater Saskatoon Chamber of Commerce.




"We are excess of 10,000 and we have an outside shot at 12,000 this year," said Kent Smith-Windsor, noting the record is 8,200 new jobs set in 2007. "Very strange things would have to happen in November and December for us not to have a record by a substantial margin."




Since 2004, the chamber has been measuring job gains with its Target 8,000 project. The chamber measures Saskatoon job growth as compared to Saskatoon job creation rates. It says there needs to be 8,000 new jobs each year to create sufficient career opportunities for our youth.

Saskatoon's housing prices, sales, expected to increase next year: Re/Max




SASKATOON - ReMax is predicting higher prices and increased sales for Saskatoon`s housing market next year.




In its 2013 housing report, ReMax says housing values in the city should post a modest increase of two per cent to an average of $336,000.




The average price for 2012 is estimated to be $330,000, up 6.5 per cent from $309,823 in 2011.




Sales are expected to increase to 4,350 units, up two per cent from the 4,250 homes expected to change hands this year.

The three Fs drive Saskatchewan's economy





Paul Martin is pretty well-known as a business spokesman, which made him an interesting keynote speaker at the recent Canola Day that was part of the Grain Millers Harvest Showdown in Yorkton.







Agriculture: Saskatchewan's economic catalyst is back was the general thrust of his presentation, although that message did seem to get buried by a look back at the Saskatchewan Chamber of Commerce's effort to take a long look at where our province was going as the new millennium arrived in 2000.







The chamber effort, Action Saskatchewan, really became an effort to "up our attitude" as a popular slogan of the day.

Saskatchewan job market tight




Saskatchewan's job prospects continue to be healthy, according to the latest the Conference Board of Canada's Metro Help-Wanted Index.




"We sound like a broken record, but the story remains the same," said Alan Arcand, one of the board's principal economist. "It's good news for Prairie provinces, especially Alberta and Saskatchewan. Strong commodity prices and a booming resource sector result in strong job growth."

Saskatchewan surplus to sink as potash, oil revenues sag




(Reuters) - The Western Canadian province of Saskatchewan stuck with a lowered forecast for its 2012-13 budget surplus on Tuesday due to falling revenues from potash and crude oil production.




Saskatchewan's rich resources of the fertilizer potash and crude oil have helped it mark up stronger economic growth than most of Canada's provinces, swelling the government's coffers and giving it the second-lowest unemployment rate in the country after Alberta.
