EDMONTON - A labour group on Tuesday urged a government committee to support construction of new upgraders to stop oil conglomerates who want to `rip and ship` Alberta`s resources.

The Standing Committee on Alberta`s Economic Future also heard from an industry group that said market forces alone should decide whether a new upgrader is necessary, and from a project proponent who would benefit from provincial support.

Alberta capital investment to reach record this year

CALGARY ` Total capital investment in Alberta is expected to reach $100.6 billion this year, an increase of 2.4 per cent over 2012 and another record high.

`While overall economic activity appears to be moderating in Alberta`s economy, new information on investment activity suggests the slowdown may be very slight,` said Todd Hirsch, senior economist with ATB Financial, about the data released Wednesday by Statistics Canada. `In fact, the provincial economy will still advance in 2013, but just at a slower pace.`

Is East Village the template for future Calgary community revitalization?

Even for the man who would eventually inherit the agency behind the city`s quarter-billion dollar facelift of the once-blighted East Village, it was hard not to be skeptical.

Despite being used successfully as a redevelopment tool in the United States for more than half a century, the decision to pour millions of dollars in loans into an area known primarily as a hangout for prostitutes and drug users in hopes of sparking urban renewal seemed risky for then-developer Michael Brown.

`I remember the history and the stigma,` said Brown of the lands bordered by 9 Ave. S.E., Fort Calgary, the Bow River and Calgary`s municipal complex.

Feared pipeline bottleneck has arrived

The looming pipeline bottleneck that's been widely forecast as oilsands production soared in Alberta in recent years is no longer imminent - it's here.

The vast underground network of pipes that move approximately 3.2 million barrels of crude oil a day in Canada is operating at capacity even as high-profile pipelines that would resolve the issue slowly progress through regulatory reviews in Canada and the United States.
