Access to 2 electrical panels in one apartment of a duplex

I am looking for advice on how to deal with having the 2 electrical panels of a duplex located in one of the apartments. If a breaker needs to be re-set on the electrical panel of the apartment in which the panels are not located, how can I ensure I can have access to the panel without giving 24 hours notice to the dwellers in the apartment in which the panels are located? This is a possible scenario I might have as I don`t think the house design will allow the panels to be in a common area. Thanks in advance!

No idea what the distinctions are in codes for different property types and provinces but in Ontario I`ve had the ESA required the panel be moved to the other apartment. It was a triplex with lodging license though. If this is required for your property type and location, and your looking to buy it, you might want to get the esa involved during conditional period and required seller to provide no deficiency letter prior to close.
