I think top 10 in BC is a bit too narrow to be a useful index as there are not really 10 primary / secondary level markets in BC. This is a bit of a flawed approach as it is only bottom up and puts on the blinders to whether you are getting a reasonable return on your real estate in a global world where you can invest anywhere.
I'd suggest reviewing PWC's Emerging Trends in Real Estate.
The global report above is really fantastic from a holistic approach to the fundamental drivers of real estate, challenges, and assessment of different markets. It ranks markets globally and there is enough detail to see why different markets hold the rankings. Canada has markets on this list...question is why and which segments of those markets.
Then, I'd narrow in to Canada, this is a same report, specific to Canada only. Again, great review of what drives real estate markets.
