Effectiveness of letter writing

Many moons ago at a REIN meeting, Don referenced the effectiveness of writing letters to elected officials. It seems to me that he mentioned each letter a politician receives is considered to represent 10 or 100 or however many other people that couldn`t be bothered to put pen to paper.

Does anyone remember the actual number? And could anyone provide me with a source of this data?

A number I heard somewhere is that each letter is considered to represent 5,000 people.
