Heaters Clause

Hello,
Are you including a clause in your Leases / Rental Agreements regarding bringing appliances/heaters to your apartment?
My friend has an apartment building with baseboard heaters where a few tenants brought small heaters to use in a few colder rooms.
The hydro bill almost doubled as a result(!)
My friend hired a contractor to work on improving the insulation so temperature is reasonable in all rooms for tenants to enjoy.
What do you think, should any heater a tenant wants to bring be energy efficient (like infra red heaters) and approved by the owner or the property manager?
If yes, can you please share your clause from your lease related to that.

I don't pay hydro for my tenants. They pay for what they use. Once they have to pay the bill they won't be running heaters so it won't matter if they are paying.
