Can I evict a tenant for being aggressive and making serious racial remarks to the lower suite tenant?

The upper tenant has become aggressive towards the lower tenant and refusing to let him park in the driveway even though the lower tenant has my permission. The upper tenant is trying to control the property. When the lower tenant approached the upper tenant about the spot, the upper tenant told him to go back to Mexico you dirty mexican and then proceeded to slam the door on his face. The lower tenant is now scared. I fully believe the lower tenant.

I'm shocked as this is a good property in a good neighbourhood.

What are my steps?

Your help is appreciated

You probably have cause to issue a 14 day eviction notice based on the upstairs tenant interfering with the rights of the other tenant in a significant manner.
