Late fees

I live in Edmonton. Last week I took my tenant to the Residential Tenancy Dispute Resolution Service (RTDRS) for failing to pay rent. The judge told me that I cannot charge late fees to tenants who don't pay the rent in time. I was surprised as I thought that one could charge late fees if specified in the lease agreement. Anyone with alternate ideas to instill rents payments in time?
