Province contains several closely contested ridings

While everyone will be focused on the national camoaigns tonight, there are several interesting ones to watch locally, including:

- St. Boniface, where Liberal incumbent Ray Simard is fighting for his political life against Tory challenger Shelly Glover. The well-known city cop has been campaigning non-stop for the past two years in the hopes of wresting the traditionally safe Liberal riding away from Simard, who won the riding by about 1,500 votes in 2006. This could be the closest race of the night.

City gets money to attract immigrants

There may be more newcomers coming to Portage la Prairie in the future if a plan in the works by the city proves successful.

At Tuesday`s council meeting, it was announced the province is offering the city a grant through the Manitoba Opportunities Fund as an opportunity to encourage skilled newcomers to come to Portage.

"It`s $59,000 that will be coming into the area," said Coun. Jeff Bereza, chairman of the city`s planning and economic development committee. "It will help us to hopefully bring new employees and their families to Portage la Prairie."

Pumped-up Canadian Tire opens

At 64,000 square feet, a tour of the remodeled Canadian Tire store at Kenaston and McGillivray is roughly equivalent to walking through 50 open houses.

But consumers at the store`s grand opening today found the task a lot less daunting than they imagined, largely thanks to the way the store has been organized into four shopper-friendly zones — driving, living, playing and fixing.

Inner `ring road` near approval

A widening of Kenaston Boulevard and further expansion of Chief Peguis Trail -- in part to create an inner "ring road" through Winnipeg -- are on the verge of getting city hall`s green light for a far higher budget priority. The shift in capital budget planning, if approved next week by Mayor Sam Katz and council, appears aimed in part at vastly upgrading the city`s street infrastructure to better create an "inland port" for road, air and rail transport near Richardson International Airport.

Housing starts up in Portage

Measuring the increase in housing in Portage la Prairie isn`t like marking notches on a wall with a ruler as a child gets bigger. It depends on the ruler, and who`s doing the measuring.

According to the Portage Planning District`s numbers, which go up to August 2008, the city has seen an increase in building permits since this time last year. Thirty-five permits were issued for new residential single-family houses, double-family houses and multi-unit buildings in 2008, up from 25 last year.

But the Canadian Mortgage Housing Company, which tracks housing starts across the country, published data presenting only 24 new houses in 2008, an increase of only one since 2007. Additionally, the CMHC data says the number of single-family detatched houses started this year dropped by four, whereas the planning district said it increased by eight.

Red River plans major expansion

Red River College is bursting at the seams and plans to announce a major expansion in the Exchange District on Monday. As well, college officials will be revealing details of the largest donation in college history.

College spokesman Colin Fast was tight-lipped about details, but said Monday`s announcements "might have something to do" with an ambitious proposal to convert the former Union Bank Tower into a culinary arts centrepiece.

Manitoba`s wages on the rise

Manitoba workers are closing the wage gap with the rest of Canada, with real wages in the province rising 2.3 per cent in 2007 – more than twice the national rate, the province`s chartered accountants say in a report today.Pay increases averaging 4.4 per cent and low provincial inflation put more money into Manitobans` pockets, the Institute of Chartered Accountants in Manitoba says in its annual Manitoba Check-Up, focusing on the workplace.

Residents `take back` Boyd Avenue

Wayne Matthews has seen a lot of changes on Boyd Avenue since he moved to the north-end street 32 years ago, and most of them have not been good.

"I`ve certainly seen a lot of changes from the people who used to be in the area when we first moved in. It`s altogether different," Matthews said, adding there was a murder right across the street from his home last fall.

Welcoming new business

Opening a new small business in a new city can be a daunting and sometimes lonely task, and that`s exactly why the Portage and District Chamber of Commerce has created a welcome committee for new businesses.

Chris Bures, who chairs the chamber`s welcoming committee, says the initiative strives to help new businesses and businesses that have gone through a change-over in management get accustomed to their new surroundings.

"We have a bit of round table at our chamber meetings, and any business that comes into town, we try and meet with them personally, sit down with them or take them out for coffee," explained Bures. "We`ll do things like introduce them to Portage and what the chamber has to offer and welcome them to become a chamber member."

Exchange square getting major facelift

Old Market Square is a sea of muck right now, but there are ambitious plans for the tiny not-so-green space in the Exchange District. The square`s $3.3 million facelift is causing a bit of havoc these days on King Street, where much of traffic is squeezed to one lane, but it`s all part of a three-year plan to upgrade. "They`re doing the street, replacing the sidewalks ... and they`ve removed the park," explained Ross McGowan, president and CEO of downtown development agency CentreVenture

City takes over controversial parking lot

The city has taken over the operation of a parking lot at the centre of an ethics controversy involving Mayor Sam Katz.

The gravel lot had been leased to Riverside Park Management, a non-profit company founded by Katz to manage leases on city property, including Canwest Park, the home of the mayor`s professional baseball team. The lease arrangement was at the centre of a controversy that came to head in September when city council narrowly approved a plan to forgive $233,000 of unpaid rent on the lot.

The source of the outstanding rent was traced back to bureaucratic bungling, but that didn`t stop some councillors from accusing Katz of conflict of interest even as he recused himself from votes on the issue.

Historic King Building development may include residential

There are big plans afoot for the Exchange District`s King Building. But only tantalizing glimpses are being offered so far."There is something definitely in the works," said Ken Reiss, director of Bedford Investments, which owns the building, adding only that the plans will "give a unique twist to what we originally conceived."

Until late last year, the building 112-year-old building was slated to be torn down. But then the owners struck a deal to preserve the facades of the historic red-brick structure at the corner of King Street and Bannatyne Avenue by building a $7.4-million, 186-stall parkade with street-level retail stores on the site, as well as a lot to the south.

Rapid transit corridor proposal to final vote

One of the most highly anticipated projects in Winnipeg will go to city council for final approval tomorrow.

Councillors will decide whether to approve a plan to build a rapid transit corridor from downtown to Jubilee Avenue, and whether to borrow almost $90 million to do so. Approving the plan would also mean giving the nod to cancelling the $20-million purchase of 20 hybrid-electric, articulated buses and instead using some of that money to buy 30 new, standard diesel buses to run on the rapid transit line, with the remainder going into the line itself.
