All securities commission in Canada have extensive information on them esp in Ontario.
Your question is a tad broad.
If you invest offshore there is no protection in Canada - only in the country where investment is. Wild West in many countries.
If you take money in from abroad Canadian security commissions don’t care but there may be disclosure requirements in the province where real estate is. Canadian security legislation exists to protect Canadians. You must withhold and/or file taxes though when you send money abroad from these investments, either 25% or have investor get a Canadian TIN number.
