Paying for liquid assets

The city is sinking revenue from increased water service fees into infrastructure.

Colin Innes, director of public works, said the purpose of the increased rate was to have funds earmarked specifically for water infrastructure.

"Most of what we`ve dealt with here this year, is in getting a lot of the design work put together for some of the major projects," said Innes.

"Of course a lot of that deals with things like ultraviolet systems for our water plant and wastewater plant ... as well as helping to deal with our buried utility piping,"

CO2 storage takes place at Sask. plant since 2000

The world`s largest carbon capture and storage facility has been created near Weyburn, Sask.

In the late 1990s, EnCana was looking for ways to maximize the recovery of oil at its aging fields in the district.

The company made a deal with a North Dakota coal gasification plant to buy their pure carbon dioxide.

Mountain pine beetle gains `pest` status

The mountain pine beetle, a tiny insect that`s been a deadly force in some western forests, has been officially designated as a pest under Saskatchewan`s forest resources management act.

The beetle has not yet arrived in Saskatchewan`s northern forest and the goal is to try and keep it that way, said provincial forest insect and disease expert Rory McIntosh.

An order-in-council made public Monday says it`s in the public interest to designate the mountain pine beetle as an "insect that causes or is likely to cause damage to forests and trees and to designate all lands in the province of Saskatchewan as lands harbouring or likely to harbour the mountain pine beetle."

Stewart to tour Bruce reactor

Enterprise and Innovation Minister Lyle Stewart will get a first-hand look this week at the private company contemplating bringing nuclear power to Saskatchewan.

Stewart will tour Bruce Power LP`s reactor facilities, about 250 km northwest of Toronto, as part of three-days of meetings with the nuclear industry in Ontario.

Bruce Power announced in June that it would undertake a feasibility study on nuclear power in Saskatchewan.

Sask. Gaming posts record revenues

The Saskatchewan Gaming Corporation, which operates the casinos in Regina and Moose Jaw, posted a net income of $43.8 million in the most recent fiscal year, a bottom line boosted by record revenues.

SGC reported Monday revenues of $128.7 million -- a 15-per-cent increase over the previous year -- and expenses of $75.7 million for the year ended March 31, 2008. Also factored into net income are items such as promotional allowances.

Half of the gaming corporation`s profits are delivered to the provincial government`s general revenue fund. The Community Initiatives Fund and First Nations Trust Fund also each receive 25 per cent of the net profits, with the funds supporting non-profit and economic development organizations and funding for projects in First Nations communities.

Regina carbon-capture research receives boost

REGINA -- A trail-blazing, Regina-based research project to study the feasibility of storing carbon dioxide in deep saline aquifers was the recipient of $5 million in federal funding Monday.

The Aquistore Project, conducted by a consortium led by the Petroleum Technology Research Centre in Regina (PTRC), was one of 19 "clean technology" projects that received $57 million in funds under the management of Sustainable Development Technology Canada (SDTC).

The PTRC and its consortium partners will use the funding to study the feasibility of storing CO2 in deep saline aquifers. Deep saline aquifers are geological formations with storage capacity that`s more than 10 times larger than depleted oil reservoirs in the Western Canadian Sedimentary Basin.

Sherritt, Norvit join to build carbon plant

Sherritt International Corp. said Monday it has entered a joint venture with Dutch firm Norit N.V. to build the first of four planned activated carbon plants at Sherritt`s thermal coal mines in Bienfait, Saskatchewan.

It will be the first activated carbon plant in Canada, Sherritt said. The activated carbon produced will be used as an ingredient in coal-fired power plants to reduce mercury emissions.

A distribution centre, 500,000 square feet of space, 750 jobs within two years, and an investment of $200 million all add up to

Regina`s dream of becoming a "global transportation hub" took another step closer to reality as Loblaw Companies Ltd. announced plans Tuesday to build a $200-million distribution centre about five kilometres west of the city.

The 500,000-square-foot building is the first phase of a one-million-square-foot, $350-million warehouse and distribution facility Loblaw plans to build on the site.

The distribution centre is expected to employ 750 people within two years and as many as 1,500 by 2017, Loblaw officials said.

EMS makes an early move to southeast location

Emergency vehicles and moving trucks were going full throttle in Regina on Tuesday during a massive shift of resources.

Although the ground isn`t broken yet, the Regina Qu`Appelle Health Region has set up a single-ambulance geo-post at the corner of 17th Avenue and Rothwell Street to provide southeast residents with more timely services.

"By tonight we will be active out of a recreational vehicle there," said Collin Hartness, general manager of Regina Emergency Medical Services (EMS) in a phone interview on Tuesday morning. "We`re hoping (the building) will be complete within the next four to six months."

Sask. posts highest increase

Saskatchewan led all provinces in employment growth in May, and was second only to Alberta in posting the highest increase in average weekly earnings, according to Statistics Canada.

The province saw employment grow to 436,400 in May, a 3.8-per-cent increase in payroll compared with May 2007 -- the highest increase among the provinces.

The strongest year-over-year earnings growth was reported in Alberta (5.4 per cent), with Saskatchewan second at five per cent and Newfoundland and Labrador third at 4.9 per cent.

Mining drives city-area job growth

Saskatoon-area jobs in mining, oil and gas have more than doubled in the last year, a powerful indicator of where the region`s economic strength is growing, a new report shows.

The second-quarter economic report by the Saskatoon Regional Economic Development Authority (SREDA) says jobs in the sector described as forestry, fishing, mining, oil and gas shot up 101.4 per cent over the same quarter of 2007.

In raw numbers, that`s an increase of 2,300 jobs, and many can be attributed to the mining sector.

Sask. recruitment plan interests Japan media

Saskatchewan`s efforts to recruit nurses from the Philippines is gaining some international media interest.

As Japan looks to bolster its own ranks of nurses and caregivers by turning to countries such as Indonesia and the Philippines, a correspondent for a Japanese broadcasting corporation has been in Regina this week to highlight what Saskatchewan has been up to.

Masaru Takagi, a Washington, D.C.-based reporter for Japan`s NHK, said Japan, like many countries, is experiencing its own labour force challenges in the health field.

Infrastructure threatened

Climate change is making Canadian roads, water supplies, sewer systems and government buildings more vulnerable to multibillion-dollar failures that place human health and safety at risk, warns a new national engineering assessment uncovered by the Vancouver Sun.

The study, Adapting to Climate Change, is the first national engineering vulnerability assessment in Canada and comes on the heels of other government reports about the impacts of global warming and potential health implications.

It was certainly true in 1881, when a brief meeting of the Canadian Pacific Railway in St. Paul, Minnesota decided on a southerly route across the Canadian Prairies for its national main line instead of a more northerly one. The decision ended Battleford`s brief reign as capital of the Northwest Territories and set the stage for the scruffy tent city of Pile Of Bones (soon to be renamed Regina) to straddle the tracks and be crowned the new capital in 1882.

Raytec gets second exploration permit

SASKATOON -- Raytec Metals Corp. has been granted its second potash exploration permit in Saskatchewan.

The Vancouver-based company now has the right to explore more than 36,000 acres of prospective potash ground in south-central Saskatchewan. Raytec has one other potash claim and is waiting on exploration permits for four more.

Property revaluation is ongoing

For 2009, the City is determining how large a slice of the property tax pie you will fork over.

"Every four years, by legislation, every municipality in Saskatchewan is revalued for taxation purposes," said acting director of financial services Joe Day.

City manager Robert Cotterill explained that each year the City and the school divisions require a certain amount of revenue generated through property taxes.

Loblaws facility shows potential of inland port

It`s ironic that just six weeks after Agrivision Corp. folded up its tent for the lack of money to continue its core operations, a splashy news conference in Regina announced what no doubt will be the first of many lucrative projects to be born of the group`s vision for Saskatchewan.

Loblaw Companies Ltd. announced this week that it`s creating a $200-million, 500,000-square-foot distribution centre west of Regina to serve its stores in Manitoba and Saskatchewan. It`s Phase 1 of a project that will eventually see the facility doubled in size to serve the grocery giant`s stores across Western Canada and employ as many as 1,700 persons by 2017 and see 1,400 trucks per week using the facility.
