Stolen credit cards feed cybercrime


EDMONTON -- Your credit cards are worth more than you think -- in the underground economy.

A recent report by security giant Symantec Corp. describes a booming online business where stolen credit cards and personal identity information are traded like legal commodities.

"It`s become a self-sustaining business worldwide," said the report`s author, Calgary-based Dean Turner, director of Symantec Security Global Intelligence Network, Technology and Response. "What jumped out for us was how much money is being made in this underground economy."

Fewer starts, sales in Regina housing market

REGINA -- The price of gas isn`t the only thing that`s coming down in Saskatchewan. The housing market is starting to cool down as well.

The number of housing starts, homes that are being newly built, saw a slight decline in November, while the resale housing market saw fewer sales, falling last month by nearly 40 per cent.

According to the Canada Mortgage and Housing Corporation (CMHC) report released on Monday, during November Regina saw housing starts of 142 units, which is a 3.4-per-cent decrease compared to last year. Saskatoon saw a decrease of 49 per cent in housing starts.

ISC reducing rate for some Land Registry transactions


REGINA -- Information Services Corporation (ISC) is reducing the rate for a number of Land Registry transactions, effective Jan. 12.

The fee reductions will save Saskatchewan people approximately $1.8 million annually. Combined with fee eliminations implemented in August 2008, ISC clients will be saving approximately $4.7 million annually.

"The fee reductions are a direct response to customer feedback ISC received during customer consultations conducted in spring 2008," Crown Corporations Minister Ken Cheveldayoff said in a press release.

Dome for Regina?


The City of Regina is examining the possibility of building a domed facility to replace Mosaic Stadium.

Regina Mayor Pat Fiacco said Tuesday the city is looking into what it would cost to build a domed stadium, if the move would be financially practical and how it would be funded.

"We`re doing our due diligence and we`ll go from there,`` Fiacco said Tuesday from China, where he`s on city-related business. "It has to be affordable but we all know that it takes a bit of an investment. Someone had the vision to build Mosaic Stadium or Taylor Field at the time. For obvious reasons, we have to make sure that we take care of the next 50 years.``

City to streamline services for films

To handle the city`s burgeoning film industry, the City of Regina is looking at creating a "one-stop shop" for assisting filmmakers` needs.

The city`s administration is looking at developing a film policy and strategy to help support the local film industry. The administration would like to provide film companies with a single access point for contacting necessary civic departments and city partners.

Grain prices likely to stay low

Reality is slowly seeping into the psyche of the grain industry. Prices have come down a long way and the unfortunate truth is that they aren`t likely to bounce back any time soon.

While unlikely to fall to the bargain basement levels of a few years ago, prices in 2009 are also unlikely to resemble the all time highs many commodities saw earlier this year.

Blackdog to expand drilling programs


Blackdog Resources Ltd. will spend proceeds from its recently announced private placement to expand drilling programs in southeast Saskatchewan.

The Calgary company, which is hoping to raise up to $1.35 million, successfully drilled its first horizontal light oil well in the area this year. Blackdog has a 60 per cent working interest in the Souris Valley project and expects to drill additional targets in the area next year.

Higher power rates proposed


After going more than two years without a rate increase, SaskPower is seeking a 13-per-cent hike in power rates, effective May 1, 2009, the Crown corporation announced Wednesday.

If approved by the Saskatchewan Rate Review Panel and the provincial government, the rate increase would cost the average residential customer $10 more per month.

Premiers in West united: Wall

The western premiers are united ahead of two federal-provincial meetings that may prove vital to the future of Prime Minister Stephen Harper`s Conservative government, Premier Brad Wall said Wednesday.

Wall spoke with the premiers of the other western provinces and territories by conference call to discuss next week`s meeting of the country`s finance ministers in Saskatoon and January`s First Ministers meeting.

Cameco cuts staff


Mining companies -- including those based in Saskatoon -- are beginning to react to the global economic downturn by cutting spending, production and jobs.

Cameco Corp. will lay off 50 salaried employees in Saskatchewan and Ontario, about 1.5 per cent of its workforce, the company said Wednesday.

Apartment vacancy rates in Regina have plummeted to a minuscule 0.5 per cent while rents have soared 14 per cent, according to statistics released Thursday. The information from Canada Mortgage and Housing Corp. indicates rent for an average one-bedroom suite in Regina had increased by $80 over a 12-month period and stood at $634 per month, in October of this year.

Vacancy rates in Regina had also declined dramatically, from 1.7 per cent a year ago to only 0.5 per cent in October of this year.

Oil prices drive land sales

Saskatchewan set a new calendar-year land sales record of $1.12 billion in 2008, as the December sale brought in $47.6 million in bonus bid revenues -- the second-highest December sale ever -- Saskatchewan Energy and Resources announced Thursday.

Ed Dancsok, director of the ministry`s geology and petroleum lands branch, said the $1.12 billion dwarfs the previous calendar year record of $250 million set in 2007 and is only slightly behind Alberta`s total of $1.19 billion, with one sale remaining in the year.

Regina leads in price increases

Regina has come in at number one, but not necessarily in a category those looking to buy a new home will like.

According to a Statistics Canada report released on Thursday, Regina is leading the country with the largest percentage increase of new housing prices out of the 21 metropolitan areas surveyed.

The price of new housing increased in Regina by 22.8 per cent in October, compared to the same month last year, Saskatoon saw a smaller increase of 3.2 per cent.

Sask. can`t escape this financial mess


If people were wondering whether Saskatchewan was immune to the global economic contagion, they now have their answer.

It was only month ago that Finance Minister Rod Gantefoer, in his mid-term financial report, described Saskatchewan`s economy as "a sea of tranquility in the middle of very turbulent and stormy times."

River Landing developer readies for big dig


At least 18 months since casting the vision for the River Landing Village downtown mega-project, developer Lake Placid is about to start digging.

The Calgary developer has taken out its city excavation permit. It allows Lake Placid`s contractor to begin digging as soon as it gets fencing around the site, said Bob Baran, the city`s manager of building standards.

Charitable giving popular at end of year


December is a popular time of year for making charitable donations.

As the 2008 year-end approaches, some Canadians want to share their good fortune with those less fortunate. Others want to help support good projects that benefit everyone in our community.

Whatever the reason for donating to charity, saving tax is usually not the primary motivation.

No more condo conversions

With a dwindling vacancy rate in the city, Regina`s city council approved three condo conversions before essentially putting a moratorium on applications.

At Monday night`s meeting, council approved a motion stating that until the provincial government implemented a program encouraging the construction of affordable rental housing, the city would deem further condominium conversion applications to be in contravention of its conversion policy.
