utility costs split

Hi respected members,
I am a new landlord in Ontario, just bought 3 units. 2 units will be vacant at closing. As it is now the utility costs (electricity and hydro) are in the landlord`s name and included into the rent ($500 per unit). When I did inspection I noticed that the tenants waste energy a lot. I am thinking of a way to portion the utility costs and promote energy conservation habits. From the RTA sec. 138(2,3) I understand that there is no instrument to ensure tenants pay their utility share (because it is not a rent).


Will it work if I write in the contract something like:

”Rent is $600 per month. In order to encourage energy conservation the tenant may choose to pay $450 plus 33% of the utility bill. The landlord must provide a copy of the utility bill and tenant must pay within 5 days. Failure to pay the utility bill within 5 days void the energy conservation option.”



Will it make sense? I appreciate your thoughts!
