Bus ridership between Conestoga Mall in Waterloo and Fairview Park mall in Kitchener is at 20,000 riders per day ` just 5,000 short of a 2017 goal, a regional report says.
The Federal Court of Appeal has ruled that a competition tribunal erred in dismissing allegations of anti-competitive practices by Canada`s largest real estate board on a technicality last April.
While some of the job growth will come from the private sector, the report predicts that government spending ` and hiring ` will begin increasing after several years of cuts.

Who's paying for a review of Waterloo's rental bylaw?
The president of the Waterloo Region Apartment Management Association is glad the city has resolved its ongoing rental housing bylaw issue with the Ontario Human Rights Commission ` but he`s upset with how the city is planning to pay for a review of the bylaw.
Mike Milovick, who represents about 500 landlords and thousands of tenants in Waterloo Region, said the city should not be paying for a planned 2016 review with funds in the rental housing bylaw reserve.
$12 million expansion of at flying colours taking off
Flying Colours Corp., the local company that specializes in custom jet interiors, is planning a new, $12-million expansion - and they`ll get a provincial grant of about $1.2 million to help them do it.
John Gillespie, the CEO of Flying Colours, says they are going to add between 60 and 100 jobs over the next year as they increase the number of airplane interiors they do.

The Toronto real estate market is showing signs of cooling to start the year as January sales dropped 2.2 percent to the lowest for that month since 2009.
Home sales in the nation`s largest housing market fell to 4,135 units from 4,229 units a year earlier, the Toronto Real Estate Board said today in a statement, citing a 17 percent drop in new listings. Average sales prices in the city rose 9.2 percent to C$526,528 ($475,000), the board said.

Surging Toronto home prices pose a risk in 2-3 years
The surge in Toronto prices is shaping up as a major economic threat, Bank of Montreal warns in a new report.
In an economic forecast for North America released today, the bank noted three `risks,` including those from newly embattled emerging markets, the continuing tussle over the U.S. government debt ceiling and, on the domestic front, residential real estate in Canada`s biggest city.
As the winter wears on, unemployment in Oshawa continues to rise.
Statistics Canada recently reported the Oshawa census metropolitan area, which includes Clarington and Whitby, had an unemployment rate of 7.2 per cent in January. It was a 0.2 per cent increase over the seven per cent unemployment seen in December. At 7.2 per cent it is also a 2.1 per cent decrease from January 2013.
Chrysler Group LLC is proposing a major $3.6-billion retooling of not one but two Canadian auto plants as it enters high-stakes negotiations with the federal and Ontario governments for financial assistance.
The auto maker wants to spend about $2.6-billion at its Windsor plant to retool it for a new generation of the company`s minivans and invest an additional $1-billion at its Brampton factory, which assembles the Chrysler 300 sedan and other large cars, according to sources familiar with the situation.
Ford to build new Edge sports utility vehicle at Oakville plant
Ford Motor Co. announced Thursday it would build the all-new Edge sports utility vehicle at its plant in Oakville, Ont., that will be shipped to 60 countries.
The news follows the announcement of a $700-million investment in the plant, including a $142-million investment divided between the Canadian and Ontario governments, last September.
