Do most landlords allow tenants to hang things on the walls? And if you do, what are the rules that they have to follow when leaving etc.?

In Ontario this would be considered normal wear and tear. When they leave the holes stay there. If you are really against it, go out and get some of those sticky tack hooks they can use that do not leave holes in the wall.

This is what I do. I buy them a bunch and show them how to use them. Its a good idea and they work quite well.
