How much is wear and tear?

Just wondering how much is considered wear and tear.

I had some tenants move in only a few months ago and they have ikea shelves put up.

Not a big deal but if they move out soon, those shelves tend to leave big holes in the wall.

Are they responsible to fill these in? Is it just considered wear and tear no matter what?

yes

Do you have a move-in check list signed by both parties ?
 
It depends on whether they asked permission to put them up. Tenants should never do anything to a rental unit without first asking permission. If they did not ask permission they are definitely responsible.

That is not wear and tear, that is a modification to the property.

Unless you gave permission to them allowing them to put them up (as invest4Profit stated), they need to fix it. - and to add to this, if you gave permission, you should get it in writing that you gave permission, and that the tenant agrees to leave the fixture, or repair all damage once it`s removed.
