Looking for Zoning info

HI!

I am looking to talk with someone about zoning in a smaller Alberta town. I would like to purchase a house and have unrelated renters live it in to cover the costs. If the house is zoned R1, is it legal to have the renters (not a single family) occupy the house? What about a building that is considered a triplex and is zoned R2? The triplex is a renovated former church that has two self contained units attached to it as well as the main building (which the town office considers as the “third” unit) would be rented to a small group of unrelated renters. Does this property zoning have to be changed to R5 (multi-family)? The town office seems to think so. I don’t see the difference between the scenario with the house and the former church?



Any advice or knowledge around zoning, as well as best ways to work with a town/presenting my idea and when to present?
