Small town development costs

One of the things I am most wondering about at this time is how developers of small town residential areas, including the towns themselves (most specifically in lower priced areas), proceed with their improved lot developments on a cost effective basis. In other words, would they complete the same amount of engineering, planning, etc. that would be normally used for a city development?



Obviously a small town development would consist of only a few lots as compared to a city where there is much more demand.

Assuming that small town means approx 5,000 to 10,000 people, which is where I reside.....I think that often the requirements for planning, engineering, infrastructure, etc are much less stringent in a small town than they are in a large city. eg: developing 20 lots at the edge of town versus a 500 lot subdivision in a large city. The impact on agriculture, drainage, wildlife, etc is much smaller and not as much politics involved.

The negative of developing in small towns is that there may be a very small demand or market for what you have to offer.



Having said that, one must certainly make sure that any development makes dollars/sense, regardless of where it is.
