One of the things I am most wondering about at this time is how developers of small town residential areas, including the towns themselves (most specifically in lower priced areas), proceed with their improved lot developments on a cost effective basis. In other words, would they complete the same amount of engineering, planning, etc. that would be normally used for a city development?
Obviously a small town development would consist of only a few lots as compared to a city where there is much more demand.
