Who should pay the tenant for cleaning - PM or owner?

Hi

My friend purchased a 20-plex and started working with a new PM company.

He also decided to continue working with the tenant who has been cleaning the building since 2010 there.

Should my friend just pay the tenant directly or have the new PM company pay the tenant for cleaning and then pay them back for that ask them to include it in their invoice?

PS. In both cases, it would not affect the rent as payment will be separate from the tenant's rent payments.

The PM would decide who cleans the building. If your friend's cleaner/tenant meets their criteria then the PM would pay as any other expense. Usually the onsite manager does the cleaning so this task has to be looked at more holistically.
