Tax `highway robbery`


Drivers, honk if you hate Toronto`s latest tax.

A new $60 surcharge -- to be tacked on to cars registered in Toronto -- takes effect today with city officials expecting to clear an additional $56-million annually. Drivers with a Toronto address will pay the new fee when they buy their licence plate validation stickers.

905 lagging in bike safety, advocates say

A green conscience. Rising gas prices. Health benefits. All reasons why there`s an influx of commuter cyclists on the roads in the GTA.

Municipal and provincial governments are peddling new pedalling programs. But cycling advocates say these benefits don`t override their concerns that many communities aren`t up to speed on keeping cyclists safe.

For two cyclists in August alone, the consequences of the region`s failure to create proper infrastructure to accommodate the rising number of cyclists, were deadly.

Transit needs to grow


The pain in the pocketbook at the gas pumps is translating into a greater demand for public transit as motorists park their vehicles in search of cost savings. Canadian municipal public transit systems, however, are already at or over capacity and are unlikely to meet the increasing demand without federal investment, says a new report released yesterday.

Watch junk mail, tax bills may be e-mailed

The city is looking to cut costs and help the environment by e-mailing tax bills.

Staff are recommending the city partner with Canada Post to offer taxpayers the option of getting their annual bills electronically. It`s estimated 15,000 taxpayers, or 10 per cent, would take advantage of the option. The e-mail bills would save the city about 60,000 pieces of paper a year.

Mixed-density build expected in northeast

GUELPH

If city council accepts staff recommendations, construction will soon start on two mixed-density subdivisions in the city`s northeast.

With more than 700 units, the two lots on either side of Victoria Road North at Woodlawn Road East would include a combination of apartments, detached and semi-detached homes.

Ward 2 Councillor Ian Findlay called the build unique.

Housing activists press for landlord licensing


Social housing activists are demanding city councillors sign off on a landlord licensing system to stop the "disgraceful" treatment of low-income tenants. Councillor Giorgio Mammoliti, chairman of the city`s affordable housing committee, was the first in the sights of the Association of Community Organizations for Reform Now (ACORN) when a five-member delegation confronted him at City Hall yesterday.

Teachers refuse `ultimatum`


The Dalton McGuinty government has offered elementary teachers pay raises that would see the most senior staff earn more than $90,000 in salary and benefits annually within four years. But the Elementary Teachers` Federation of Ontario says the government has failed to address its most important issue -- the $711 shortfall in per-pupil funding for elementary students - and that pay raises are not the primary issue

City plan targets faulty apartment towers

Toronto can use its aging highrise apartment towers to curb climate change, create jobs and foster vibrant new neighbourhoods, says Mayor David Miller.

But some skeptical councillors warned that Miller`s tower renewal project will provoke resistance from local residents.

Storm drainage, sewage systems to see$195M in upgrades


When it rains hard, the results can be ugly for some homes in Toronto. Residents are forced to live with several feet of feces before it is cleaned up. Some of the flooding is caused by sanitary sewer backup and storm sewers that overflow, and yesterday councillors debated what the city is doing to deal with the problem.

Transit plan unveiled


The master plan developed by Metrolinx, the agency charged with developing an effective GTA-wide transit system, includes 15-minute all-day express GO Transit buses to Mississauga, as well as express rail service to Pearson International Airport.
The blueprint also calls for a subway-like mass transit line along Eglinton Ave. in Toronto, according to a story in The Globe and Mail, which says it has obtained an advance copy of the report.
The long-awaited blueprint for relieving gridlock on GTA highways calls for spending of about $55 billion over the next quarter-century on a series of initiatives, including express bus routes and extensions and widenings of Hwys. 427, 410, 407 and 404.

Increase in property values will be phased in on taxes over four years

The bad news is the freeze on property values in Ontario is over. The good news is any increases will be phased in slowly.

New property assessment notices are scheduled to be mailed out this fall for the first time in two years, said Penny Christie, municipal relations representative with the Municipal Property Assessment Corp.`s St. Catharines office.

Decreases in value will be effective immediately, but any increases in value will be phased in over the next four years, Christie said.

St. Catharines-Niagara second in Canada for July job growth: survey

A survey that puts St. Catharines-Niagara second in Canada in July for year-over- year job growth has surprised local employment experts.

The recently released Reed Construction Data-CanaData survey shows employment grew by 3.9 per cent in July compared with the same month in 2007.

The analysis, based on Statistics Canada data, puts Victoria, B. C., in top spot at 4.7 per cent growth for the same period.

Home sales take dive in August

Local real estate sales hit a snag last month.

Just 184 sales took place, a decline of eight per cent from August 2007, according to Brantford Regional Real Estate Association figures.

So far this year, sales are down five per cent from 2007, with 1,680 transactions worth $370 million taking place.

St. Clair College boasts record enrolment


With new enrolments continuing until the end of the week, St. Clair College is already boasting a record number of students this year, with full-time registrations as of Tuesday up 14 per cent over last year.

"Last September was a banner year for enrolment, so to top that is a great statement about the quality of our programs," college president John Strasser said in a news release Tuesday.

Premier looking out for No. 1


PICKERING -- If Prime Minister Stephen Harper calls a federal election for Oct. 14, Ontario`s Liberal government will use the campaign to push all federal parties for a better financial deal for Canada`s largest province, Premier Dalton McGuinty said yesterday.

Senior federal government sources say Harper will visit Rideau Hall at the end of this week to ask the governor general to dissolve Parliament because he believes his minority Conservatives no longer have the confidence of Parliament. McGuinty vowed yesterday to take advantage of the federal campaign to again demand that Ontario be treated the same as other provinces when it comes to federal health transfers and benefits for laid off workers.

Mayor unenthused by road patrol proposal


A city road patrol is getting a cool reception from Mayor Larry O`Brien, who is concerned that hiring new employees is the wrong thing to do when the city is supposed to be cutting staff.

The proposed 11-person patrol is to be discussed at a transportation committee meeting today. The project would cost $996,000 in operating funds and $430,000 in capital funds.

New seniors home divides Copetown

A proposal by the Copetown Lions Club to build a seniors residence in the rural hamlet is dividing city politicians and residents.

Supporters argue the project on Highway 52 will allow rural residents to retire in their community, instead of moving to the city.

But opponents believe the proposed development, which borders an environmentally sensitive area, will just bring the city to Copetown.
