Condo board charge back (Edmonton).

Can a condominium property manager, on behalf of the condo board, force access to a unit for maintenance and charge back any expense associated with forcing that access to the unit owner?



For example, each owner in the complex receives a notice from the PM stating that a contractor will be performing maintenance to the building`s heating system. If the contractor needs access and the suite`s occupant is unable/unwilling to provide access, the notice states that a locksmith will unlock the door and that cost will be invoiced to the owner. The PM will not be onsite with the contractor during this maintenance.



Can the PM/condo board enforce this charge back? Can they force access for maintenance? Can they allow a contractor to force access on their behalf?

I tracked down a board member that's home during the day and he'll provide the key to the contractor for me.
