Many houses with apartments in Hamilton

WHy are there so many houses with extra apartments that are illegal in Hamilton? Was there a housing shortage a while back or are home-owners there typically "creative"? My lender won`t fund this or recognize the income based on my funding strategy so how hard would it be to retrofit - or how expensive? Isn`t a fire door about $5,000 - would the city cover this in one of it`s reno grants?

Hamilton is a funny place. I work on several properties there.
I think that the large numbers of low income renters is probably a factor.
Driving around the city, I often wonder if there ever were building standards.
$5000 for a fire door!
Is that the gold-plated one?
