More definition of where high-density development should take place, an emphasis on creating a pedestrian-friendly city and recognition of the unique personality of the main street are key components of the first draft of the city`s updated official plan. 
"Orillia`s unique character and strong civic identity make it a great place to live. Its `hometown` atmosphere is rooted in a vibrant downtown, an excellent trails and parks network, waterfront access on two lakes, and a celebration of culture and heritage," states the report prepared by The Planning Partnership and Sornesen Gravely Lowes.
There are four designations for land use in the downtown: the historic main street, downtown shoulder, hospital district and downtown intensification.
