Re-Zoning Costs

I`m looking for ballpark costs to complete a re-zone of a vacant 3.5 acre parcel of land in Kitchener, ON from Agricutural to R-6(residential) zoning. Does anyone have any experience with this? Any info would be greatly appreciated.

What can I expect Legal Fees, Engineering Fees, Planning Fees, etc...??? Timeframes???

The property is currently vacant and is designated Low Rise Residential in the City`s Official Plan. Services are at the street and there is development all around this parcel.

I actually tried buying Winchester I was the 5th highest bidder out of 9 others. They were asking $875K for 3.5 acres. I offered $1 million and it sold/conditionally sold for $1.35 million! The site has major soil issues and was used as the adjacent development dump site (topsoil buried under fill and capped with topsoil again). Plus there is a creek running along the property line.

The property I`m looking at is not listed. It`s one of those "mom and pop" couples that has slowly and quietly bought all their neighbours properties over the years and is now looking to sell. 3.5acres of prime development land!

survey: $15,000 to $50,000 .. depending on size + complexity .. less if a master plan only !
city application fee
minor legal fees

SURVEYOR is key as he would know street layouts, set backs, curvature of roads, minimum/maximum lot size etc. ..

time frame: a few months assuming no city city council hickup .. or opposing groups .. otherwise: years possibly and higher costs !

Phone the city/municipality and get comfortable with them .. meetings .. what do they wish to see .. who might oppose this (is council man X still against development and wants a bird sanctuary in that piece of land ?)

done it once .. doing it right now in SK ..

the big cost will come once zoning is approved, to get to a serviced lot level: deep services, shallow services, roads, curbs, street lights, levies, bonds .. about $25,000 to $50,000 per lot !!
