State of Emergency Impacts On Rental Housing

LandlordBC is encouraging residential rental housing providers to reach out to the Honourable Selina Robinson, Minister of Municipal Affairs and Housing, to seek her support in advocating on our industry’s behalf by exempting the residential rental housing sector from the provincial State of Emergency. This is particularly important now that it is very likely that the State of Emergency will continue to be extended indefinitely. Our sector cannot continue to operate in such an environment.

Below is the proposed text, which we encourage you to copy and paste into an email and send it to Minister Robinson with a copy to the Premier and the Honourable Mike Farnworth, Minister of Public Safety and Solicitor General.

Dear Minister Robinson:

On May 27, 2020, the Premier of British Columbia unsurprisingly announced the extension of the State of Emergency for another two weeks. However, what was very surprising is that despite this being the longest period under the State of Emergency in BC’s history, the Premier indicated that he “doesn’t see any end in sight.” This is a particularly troubling language for the rental housing sector as we are subject to the moratorium on evictions, as you well know. The notion that the State of Emergency could be extended indefinitely is an unnerving prospect for owners and managers of residential rental housing. It is a particularly daunting prospect for the many small landlords who provide critically important homes for BC families and, as you well know, disproportionately represent our sector. Our sector needs the order to be amended, Minister.

I am therefore writing you to respectfully encourage you to advocate to Premier Horgan and Minister Farnworth, the Minister of Public Safety and Solicitor General, on behalf of our sector to immediately consider amending the order with respect to residential tenancies (non-payment of rent, owner possession, damage to the rental unit/property or disturbing other tenants' right of quiet enjoyment, etc.), because the longer the State of Emergency continues, and the eviction moratorium remains in place, the more exacerbated the situation will become.

Minister Robinson, I sincerely hope that you will support our sector in recognition of the important housing we provide, by advocating on our behalf. Thank you in advance.
