There is a piece of property I am looking at. I went to pull the Title on it and they told me that I wouldn't beable to see it without the owners permission. I was under the understanding that they were available to anyone for a fee. Any ideas on this.

Generally you're right, but it depends on what province you're in. If it's Alberta you should be able to get it.
