Victoria, BC Property Management Recommendation?

My sister will be closing shortly on the purchase of a condo at Bear Mountain, that she intends to rent out on a long-term basis. She`s looking for recommendations for a Property Management company. Bear Mountain charges 18% for property management, which might make sense if she was offering short term rentals, but seems rather steep if tenant turnover is low.
